Texas Medical Board Action On Dr. Canaan Lavelle Harris, M.D. on 3/27/26. During the March 27, 2026 TMB full board meeting, this action was written in the super secret Medical Board Meeting Agenda. This action was listed as agenda item #12, but apparently there was an agreement on terms for Dr. Harris. Since the board made an agreement IN PRIVATE it was all done and was just pending Medical Board approval.
The action agreed on by the Medical Board was to have Dr. Harris voluntarily surrender or (cancel his own) Texas Medical License. Im not exactly sure if there are different outcomes for doctors that get their medical license taken away over canceling out his own medical license. Maybe by canceling his medical license will give him the oportunity to get a new medical license after some time passes. There is likely some kind of benefit for the doctor for giving it up voluntarily.

2018
On August 24, 2018, the Texas Medical publicly announced their first adverse action against Dr. Harris. The public Medical Board document says that Dr. Harris violated the standard of care while performing a keloid surgery. The public record also says that Dr. Harris didn’t keep appropriate medical records on that surgery. The public records do not say specifically how Dr. Harris violated the standard of care.
I did a little research and a “keloid” is a abnormal growth of scar tissue. People that have keloids removed will likely have a new keloids come back to replace the grown that was surgically removed. That’s an awful condition for someone to have to deal with. So Dr. Harris apparently did surgeries to remove these keloids and that provided some temporary relief for the condition.
2018 “Remedial Plan” is like Punishment From The Medical Board For Breaking Doctor Rules or Medical Code of Conduct
Dr. Harris was ordered to enroll and pass a educational course titled “Medical Record Keeping Course”. TMB recommended the course offered by University of California San Diego Physician Assessment and Clinical Education (PACE).
Dr. Harris was also ordered to take and PASS a test called the “Medical Jurisprudence Examination (JP Exam)” within 12 months. This test is given by the Texas Medical Board. Harris was allowed 3 trys to pass within the 12 months. The order goes on to say that if he doesn’t pass the (JP Exam) within the 12 months, his medical license will be immediately suspended.
Dr. Harris was also ordered to pay a $500 fee that they are calling the cost administering the “Remedial Plan”. The is comparable to a $500 court cost or court fee.
The Medical Board also orders that Dr. Harris will remain on watch or probation type condition until the course and test have been completed. The order says that if he gets into any kind of trouble before completing the class and passing the test – that he will be in violation of the “Remedial Plan”.

Since there is no mention of how Dr. Harris violated standard of care, I checked his reviews. Around this time a patient posted a review saying that Dr. Harris told her that he had some special medication to help prevent the keloid from returning. I don’t know if this is the person that turned Dr. Harris in to the medical board, but she does seem to be very disappointed in the review. In her review she warns “Dont trust him he’s a liar.”

2023
On December 8, 2023 Dr. Canaan Lavelle Harris, M.D.was charged by the Texas Medical Board in breaking the doctor rules on prescribing Schedule IV controlled substances. The public document goes on to say that Dr. Harris violated prescribing rules by prescribing the controlled substances to 15 patients without a valid medical purpose. Walmart Pharmacy and Sam’s Club Pharmacy will not be filling any more prescriptions for these medications written by Dr. Harris.
I have some personal feelings about these Board Charges.
I get why this is bad. These charges actually look like Dr. Harris was supplying 15 drug addicts with unnecessary pain medications. I completely understand.
What I don’t understand is WHY the Texas Medical Board chose to take disciplinary actions on Dr. Harris for what he did? Then about 2 yrs later completely IGNORE my complaint on Dr. Susan McMullen for prescribing me Phentermine (Schedule IV) and almost killing me. Well the Texas Medical Board claimed that my complaint was closed because of “Lack of Supporting Evidence”. And I can say that TMB LIED about “lack of supporting evidence” because its the TRUTH.
Its possible that the Texas Medical Board took action on Dr. Harris because his prescriptions were being rejected from Walmart and Sams. As far as I know, I don’t think Dr. McMullen received any kind of prescription restrictions.
Dr. Harris’s Board charges say that doctors are supposed to:
- have treatment plans
- do evaluations
- continued monitoring
Apparently these are the guidelines for doctors when the prescribe Schedule IV medications. NOPE NOT TRUE AT ALL….. Dr. McMullen didn’t have a treatment plan, she didn’t continue to monitor and she only did evaluations when I went to her with new issues. Technically she did the evaluations but they were done when I asked for medical services.
I don’t know what Schedule IV drugs Dr. Harris was prescribing, but McMullen prescribed me Phentermine. Maybe some Schedule IV drugs are not as important as others.
What Were Dr. Harris’s Official Medical Charges?
- Prescribing a lot of Schedule IV medications to 15 patients without a treatment plan
- Failure to adequate physical exams, have written treatment plans, perform correct evaluations, patient monitoring, and trying to avoid prescribing Schedule IV medications on 15 patients.
- Failure to have a documented medical history on 15 Patients
- THIS IS DUMB: “Respondent’s clinic does not take insurance payments and all patients pay cash payments of $300 or $350 per visit.” – So whats the broken rule in this? Medical Board needs to be more specific with their legal paperwork.
- The number of prescriptions written for scheduled drugs are higher than the number of patients he is seeing during his workday.
- Dr. Harris’s nurse practitioner, Vivian Abaidoo, is also writing prescriptions for controlled medications. The Texas Medical Board is saying that NP Vivian Abaidoo is required to file a prescriptive delegation with the Board I order to write prescriptions for controlled substances. NOT TRUE. Dr. Harris and NP Vivian Abaidoo have 30 days to send a copy of the (PAA) to the Texas Medical Board. The NP Abaidoo is required to have her PAA on site and available for viewing if a Texas agency ask to see it.
2023 “Remedial Plan” Are The Texas Medical Boards Disciplinary Actions On Dr. Harris For Giving 15 Patients Schedule IV Drugs
#1 Another Stupid Mistake: So the Texas Medical Board told Dr. Harris that he has to go through the Drug Enforcement Agency (DEA) and modify his certifications to remove his ability to prescribe Schedule II and Schedule III drugs. So that Dr. Harris can only prescribe controlled medications from Schedule IV and Schedule V. YEP… Dr. Harris got in trouble for prescribing Schedule IV drugs. So now he’s only going to be able to prescribe Schedule IV or Schedule V. He’s not going to be able to prescribe anything from Schedule II or Schedule III.
#2 Medical Board appointed monitoring for 12 monitoring cycles. This is similar to a 12 cycle parole type situation. The Medical Board is assigning Dr. Harris a type of parole officer monitor, that is familiar with Dr. Harris’s medical specialty. So the Texas Medical Board’s “Compliance Division” team will be doing inspections on up to 10% of Dr. Harris’s patients MEDICAL RECORDS every 3 months.
The Texas Medical Board is going to assign another person with that “similar specialty” as Dr. Harris, but it doesn’t specifically say if this person is a doctor. So this monitor could be any random person that the Medical Board thinks knows how to do Dr. Harris’s work. This chosen person with a similar specialty is to review up to 10% of Dr. Harris’s patients medical records every 3 months. Then they have to write up a report for the Texas Medical Board’s “Compliance Division” team, going over any concerns they may find in the patients medical records.
Then the order says that this person with “similar specialty” has to do anything else TMB “Compliance Division” team thinks will help to monitor Dr. Harris’s medical practice.
The “similar specialty” person can also recommend that Dr. Harris be restricted or suspended at anytime and the Medical Board will listen to the monitors recommendations.
This is more of how the special monitor is similar to a parole officer. The order says that the monitor will be paid for their services, but that Dr. Harris is responsible for paying the monitor. Those payments for the monitor are paid and prcossed by the Texas Medical Board. So Dr. Harris pays the Medical Board and Medical Board pays the monitor.
- I did some checking on this because this sounds like it could violate HIPAA privacy laws. Apparently this is a thing that the Texas Medical Board can do. Even though this monitor doesn’t need the patient medical records for treatment purposes, Dr. Harris is required to allow anyone the Medical Board wants access to his patients medical records. There is a loophole to gain access to a patients medical records if the doctor is under investigation.
- My Personal Opinion: GIANT CROCK OF POO! IF the Texas Medical Board cant trust a doctor to do his job safely, why the flipping hell was he allowed to continue to work? Dr. Harris is a surgeon that works on patients heads and necks. IF Dr. Harris is unable to do his job – a patient could die.
- Think about it. If Dr. Harris was a pilot and he got arrested for having some drugs on him. Not under the influence, just having them in lets say they find them before he boards the plane. Does the FAA allow the pilot to continue to work?
- There certain jobs that shouldn’t be done if the performers work abilities are in question. A surgeon is one of those jobs. This monitoring plan is complete crap and wont fix anything that might be needing to be corrected.
#3 Dr. Harris was ordered to take a medical training course on “Physician Prescribing” within 1 year.
#4 A Medical trading course instructing “Medical Record keeping” was also ordered to be completed within 1 year.
#5 Ordered to take and PASS a test called the “Medical Jurisprudence Examination (JP Exam)” within 12 months.
#6 A “Administrative Penalty” of $3,000 was to be paid within 60 days.
#7 Dr. Harris is required to provide any facility that gives him permission to provide medical services a copy of this Texas Medical Board Order. He is to provide proof of delivery for each facility to Compliance division of the Medical Board. * I like this order. I believe this order from the board will be most effective. *
#8 There is no way to stall or delay these Medical Board orders. It says that if for any reason they are stalled, then they will restart as soon as possible.
#9 Dr. Harris is required to do everything in this Medical Board Order.
#10 Dr. Harris is required to be compliant or obey the Medical Boards instructions to complete the orders.
#11 Report any changes to the medical board within 10 days
#12 Any violations to the Medical Boards orders will result in further disciplinary actions.
#13 Dr Harris is restricted from supervising surgeries, and is not allow to give prescription writing authorities to Physician Assistants (P.A.) or Advanced Practice Nurse (NP).
#14 There will be no changes to this order unless there is a clear error in the text as is.
- This Medical Bard Order was signed by Dr. Harris on November 21, 2023
- Then this order was signed on December 8, 2023 by Texas Medical Board President Dr. Sherif Z. Zaafran, M.D.
2025 Dr. Canaan L. Harris Medical License Is Suspendend For Not Following Previous Order
Dr. Harris didn’t follow the previous orders by the Medical Board. This suppsension is one of those undated suspensions.
Reasons For Suspension:
- Failure to pass the JP Exam with 1 year of the previous order. – The original order was on 12/8/23 and this date is 3/11/25 – so this particular item should have been completed before 12/8/24 about 4 months before the suspension was done.
- Failure to complete the orderd medical education courses as ordered. – TMB ordered Dr. Harris to take 2 medical courses. The automatic suspension just says he failed to take ordered course. It doesn’t specifically say if he skipped 1 or both courses.
- Then it says he behaved unprofessionally by disobeying the previous Medical Board Order.
His Texas Medical License suspension order was signed on March 11, 2025 by Executive Director Stephen Brint Carlton, J.D.
September 19, 2025 Texas State Office of Administrative Hearings on Dr. Canaan Lavelle Harris, M.D.
This SOAH DOCKET No 503-26-01414 really dosent have any new information. The docket just goes through the reasons why Dr. Harris’s medical license was spended. There is a 6 month time gap between the suspension and this hearing. – just saying.
March 27, 2026 Agreed Order Of Voluntary Surrender Of Medical License
So there are no new violations from Dr. Harris since 2023 listed. The reasoning behind this license surrender is because Dr. Harris didn’t complete to educational courses and pass a test.
Then Dr. Harris’s medical license was suspended because he didn’t follow the terms of the 2023 Medical Board order.
6 Months after the suspended medical license, a hearing is held to document the suspended license.
Now in 2026, The Medical Board agrees to allow Dr. Harris to surrender his Texas Medical License to be canceled.
I am a bit confused about this 2026 order. First of all I’m not really sure as to why the Texas Medical Board would need to make any kind of agreement with any doctor to surrender thier Medical License. Dr. Harris’s License was suspended 3/11/25. So why were there 2 different Medical Board orders after Dr. Harris’s medical license was suspended?
If the doctor continues to practice medicine without a license after it is suspended – then its a criminal case for the Department of Justice. Why Texas Medical Board wasting resources on complaints that are done and over with?
In place of those 2 unnecessary meetings – the Texas Medical Board could have addressed at least 2 more new complaints from the public. Do better and stop wasting State resources.
PSA: Since the Texas Medical Board was able to negotiate the surrender of Dr. Harris’s Texas Medical License – Dr Harris now has the opportunity to reapply for a new Texas Medical License 1 year after this license is canceled. So technically Dr. Harris is now in a better position to practice medicine again in another state or in Texas after that year is over. – Because the Medical Board just didn’t leave his license suspended indefinitely. They felt the need to waste 2 more meetings on the same issue that was resolved on March 11, 2025.
