Texas Medical Board Take Action On Dr. Luckey Connor Reed, M.D.. A long with most other Medical Board actions – this action really irks me. This is actually very sad.

So Dr. Luckey Connor Reed, M.D. medical specialty is board-certified obstetrician-gynecologist and Maternal-Fetal Medicine specialist. So he treats pregnant women and probably births babies.

  • Dr. Reed graduated Medical school in 2009
  • OB/GYN Residency 6/2009 – 8/2013
  • Maternal-Fetal Medicine Fellowship 7/2014 – 8/2017
  • Dr. Reed received his Texas Medical License 10/6/17
  • Im not exactly sure when it happened, but Dr. Reed joined the United States Army. His fellowship was done at Madigan Army Medical Center in 2014, so I believe he was already in the Army before his fellowship started.
  • 5/14/2018 Dr. Reed “suffered a traumatic brain injury while in the military.” These words were pulled from public documents from State Office of Adminstrative Hearings. Docket 503-24-23310 Texas Medical Board Vs Luckey Connor Reed M.D.
  • 3/22/19 Dr. Reed started the Impaired Healthcare Provider Program (IHCPP) at Brook Army Medical Center
  • 4/2/2020 Dr. Reed was retired from the Army for “Permanent Disability”
  • 3/6/20 Dr. Reed was taken out of Impaired Healthcare Provider Program (IHCPP) at Brook Army Medical Center because he was being dismissed from the Army and would no longer be eligible for those medical services.
  • 3/7/23 Dr. Reed started seeing a California neurologist.
  • 3/30/23 Dr. Reed was getting immaging done for his military service injury.
  • 4/25/24 Texas Physician Health Program (TXPHP) told the medical board that Dr. Reed shouldn’t be able to practice midicine in the future.

What Does The Texas Medical Board Do About Dr. Reed’s Life – Changing Millitary Injury

ONLY 4 months after the 4/25/24 TXPHP evaluation the Texas Medical Board files the official papers to restrict Dr. Reeds Texas Medical License. TMB calls it “disciplinary actions”.

Disciplinary actions are generally for when someone does something wrong.

Dr. Reed has had no complaints or previous disciplinary actions by the Texas Medical Board. There is only 1 document attached to his Texas Medical License and it goes on about the TMB is taking disciplinary actions.

What is the Medical Board Saying

#1 The Medical Board is saying that Dr. Reed violated Section 164.051 or “professional incompetence”.

Also Section 164.052 I really don’t know which rule was violated here, but they are accusing from the list below.

  • False/Misleading Statements
  • Degree Fraud
  • Unprofessional Conduct
  • Illegal Advertising
  • Improper Delegation

#2 Section 164.051. The Medical Board says that they are authorized to discipline Dr. Reed if he unable to perform his medical duties due to illness, or metal or physical condition.

#3 Section 164.052 is saying that Dr. Reed is likely to deceive or defraud the public Section 164.053 leading to injury to the public.

So what the Texas Medical Board is saying is that Dr. Reed really hasn’t done anything wrong. They are saying that he has become unable to be a doctor due to his head injury why serving in the US Army. TMB is wanting to place restrictions on what he can and cant do with his medical license.

Aggravating And Mitigating Factors:

The Medical Board claims:

  • Increased potential for harm to the public
  • Other relevant circumstances increasing the seriousness of the misconduct.

DURING THE MEETING DISCUSSION:

The Medical Board goes over about this needed evaluation so they would consider letting Dr. Reed work without restrictions. There is no guarantee that even if a doctor said he was fine, that the Medical Board would do the honorable thing and leave him alone.

They also talked about what Dr. Reed has been doing out in California in recent past. Since Dr. Reed’s injury he has been filling in as a substitute doctor when hours become available. He has also been performing untrasounds.

Dr. Reed’s attorney Rodney Montes, shared to the Medical Board that Dr. Reed has been practicing medicine in California for some time without problems. Mr. Montes tells the Medical Board that there have been 0 patient complaints, and 0 complaints from the staff or Dr. Reed’s current co-workers. The Medical Board had been made aware that Dr. Reed is currently a functional medical service provider.

This Is Why The Medical Board Discipline Is TRASH

So what pisses me off is that Dr. Reed has 0 complaints on his license. I have not found any online negative reviews. Dr. Reed from what I have seen has had a stellar career history so far.

Dr. Reed chose to serve in the United States Army to defend our liberties, and he got injured. His injuries have changed his life, so now he is fighting for everything he worked to become. The problem is that he protected our freedom and now the Texas Medical Board wants to take his freedom away.

I understand that patients need a doctor that is mentally and physically able to treat patients safely. So Medical Board wants to restrict his license to prevent future injuries – I GET IT.

Lets not forget the 100’s of complaints that the Medical Board dismissed without even looking at them in just a quick vote the day before.

Dr. Reed may have suffered and injury, but he has been practicing medicine without issues. I believe that Dr. Reed is aware of what his current abilities are. I believe that Dr. Reed understands that if he tried to work outside of his current limits that someone could be hurt.

Dr. Reed is a FUNCTIONAL medical service provider with his only issue being that he was in an accident.

Dr. James Landero however is a DYSFUNCTIONAL medical service provider that is unclear about what the core duties and responsibilities of a health care provider are.

More Options For Dr. Reed

Dr. Reed could practice medicine in Texas with “Monitoring”. The Texas Medical Board is responsible for monitoring risky health care providers. Why did not even 1 Medical Board member suggest monitoring as a condition of Medical License?

As a female, I have had many annual exams done. Some swabbing and a short physical exam with a chaperone since Dr. Reed is male. There are very little risk with a women’s Annual exam. I’m sure Dr. Reed could handle these types of routine medical services.

So maybe he’s probably not the best choice for a unpredictable workload. Maybe he’s not the best choice for life-saving trauma type medicine. BUT Dr. Reed should be able to perform routine screenings, exams, and run basic test.
