Texas Medical Board Public Meeting March 27, 2026 was very interesting. I have a brand new interest on how the Texas Medical Board performs their job duties.
I have already watched multiple portions of this meeting. I have decided to publish it on my own platform, so I can ignite some public interest. I want to show Texas residents how the Texas Medical Board dismissed more than 95% of every complaint that are sent in to them.

I will be splitting this Texas Medical Board Meeting into 1 Hour sections for information. The entire meeting is over 7 hours long, so it can be a bit difficult for the general public to understand. Corporate meetings tend to be the most telling towards the 2/3 and 3/4 of the meeting. Texas Medical Board isn’t a corporation, but I’m confident that they use the same tactics.
The Texas Medical Boards meetings don’t really get a lot of public attention. This video has been online for 2 weeks and barely has 150 views.
Im going to try to keep the topics interesting, so that more people will be interested in keeping up. The State of Texas has over 100K licenced doctors through the Texas Medical Board – and this meeting has only been seen 150 times. We need some more eyeballs on these meetings.
First Hour of Texas Medical Board Meeting
#1 The Medical Board Meeting was started by Sherif Z. Zaafran, M.D the TMB president at 8:03. Then then startes the meeting by reading out the Texas Medical Board mission statement.

This is the Texas Medical Boards mission statement as read aloud to start this meeting”
“The mission of the Texas Medical Board is to protect and enhance the public’s health, safety and welfare by establishing and maintaining standards of excellence used in regulating the practice of medicine and ensuring quality health care for the citizens of Texas through licensure, discipline, and education.”
Next they do a role call to see which board members are joined in the meeting. I’m just going to list the members in the order that they were called. So the following board members are responsible for the topics discussed during this meeting. Each one of these board members have the power to speak in this meeting.

Mrs. Del Rosal did a very good job about jumping in to bring it to the boards attention that Dr. Tibbels was marked as “ABSENT” in error. She seems like shes paying attention and ready for the meeting.
#2 “Board Member Report”
Hey Texas Medical Board…. can y’all be more specific about which board member report you are referring to here? I see many reports online so which report is this information referring to?
That’s ok. Since y’all were being super secret with the reports – I’m just going to wing it.
So a letter from the president was sent out to all medical professionals licensed by the Texas Medical Board. What I’m so hearing here is that the medical board is has put in place a “streamline” way for doctor stop self-serve their own complaints. The process way made so that the Texas Medical Board doesn’t have to investigate complaints.
JUST WOW…..
Sounds like some LAZY crap to me. What’s the point of having a Medical Board if the doctors are just going to completely avoid dealing with any complaints? IF the Medical Board members don’t want to investigate complaints, maybe they should resign and give that position to another person that wants to participate.
Dr. Zaafran said the board don’t have a choice about investigations. lol… Streamline so the board don’t need to be bothered by all of the investigations. lol
New laws and rules now? Are they in the “Board Member Report”? be more specific
CE Broker
Dr. Zaafran has just mentioned that our Texas lawmakers have now made it mandatory as of September 1, 2026 that everyone that has a Texas Medical License will also need to have a CE Broker account. CE Broker is privately owned by Propelus. Propelus is owned by private equity firm Marlin Equity Partners. Marlin Equity Partners is a “global investment firm”. WINK..WINK..
So the Texas Medical Board wants doctors to do their own invesitations to save time. – Because we trust the doctor, Right?
But now Texas lawmakers wants Texas Medical License to have a mandatory CE Broker account so doctor’s continuing education can be monitored by an investment firm? And y’all know that there are paid memberships available to Texas Medical License. Doctor better not get one of those cheap FREE accounts. Bet those are going to be the ones getting audited. LOL
If the Medical Board trust doctor enough to do their own investigations – why would doctors need to be overly monitored by an out-of state company? Trust doctors or not trust doctors, it dosent make sense.
And if y’all were just trying to shakedown doctors from some money – AT LEAST KEEP THAT MONEY IN TEXAS.

#5 Concideration and possible action for Remedial Plans
So Manuel M. Quiñones, Jr., M.D. speaks up and asked the board to accept the Remedial Plans that are written on their little paper. Devinder S. Bhatia, M.D. agrees and seconds to accept the Remedial Plans.
I don’t know why the medical board didn’t go over these actions during the public meeting. They should be proud that someone actually processed a complaint. That is why they are there. Or at least that’s what the mission statement says.
Its ok, I will go through and publish these suggested Remedial Plans individually, so that each one gets the attention it deserves.
#6 Concideration and possible action for Agreed orders.
Agenda Item #12 was moved to #6 because of a private agreement between Dr. Canaan Lavelle Harris, M.D..
I did a bunch of research on the Texas Medical Boards actions against Dr. Harris. I found that the Medical Board wasted agency resources that could have been used processing another complaint.
Dr. Harris’s Texas Medical License was suspended on March 11, 2025. So WHY would be board waste all of those resources to have Dr. Harris voluntarily give up his suspended Texas Medical License? There is no reason to be making any deals with Dr. Harris if his Texas Medical License was no longer functional.
#7 Modification Request / Termination Request Orders.
Dr. Zaafran said that there are 7 items for this Agenda Item #7. So these 7 items represent individuals asking for changes to Texas Medical Board Orders. Apparently this are on the private board member report that each board member is supposed to have in front of them.
They don’t talk about each request – so there is no way to verify that each Medical Board Member is familiar with each of the 7 request. I’m not seeing much discussion of anything.
I haven’t watched the entire meeting yet, but BET there wont be any kind of split voting.
Agenda Item #11
So there is at least 1 person that is not fighting whatever complaint that was turned in to the Medical Board. This “Consent Order” / “Agreed Order” is comparable to what the Department of Justice calls a “Plea Deal”.
BUT the Texas Medical Board don’t feel like this information so be made public.
Thats ok, I’m going to be publishing with details.
Agenda Item #14 Executive Director Report from Stephen Brint Carlton, J.D.
According to Joey’s statements the Texas Medical Board is currently operating in the negative “RED” but that the TMB should be able to continue to function through the end of the year. Mr. Joey also said that the TMB is considering asking for an addition $10,000,000 from the state annually. He said that the TMB is wanting to use 1/2 of the TEN million dollars for salarys and the other 1/2 for IT Projects and operational cost.
JUST AN IDEA FROM THE PUBLIC: So if the Texas Medical Board needs more income, why not issue more fines to doctors that break the rules? There are over 100,000 with Texas Medical License, so that a lot of revenue. Police departments, courts, and the IRS use fines for operational cost, so this is a real thing.
Why not charge doctors to maintain their documents and license records at the TMB instead of sending that money to CE Broker.
Everyone knows that if a business / or agency is failing at anything, its because the upper management isnt doing their jobs effectively. The ability to add, subtract and count should be an condition of employment with the Texas Medical Board. There should NEVER be a budget issue.
And IF the Texas Medical Board would stop wasting budget money on stupid matters, the TMB would able to more issues resolved on the current budget.
So I was looking into the salaries of Texas Medical Board members. You know Google says that TMB members are NOT paid a salary. This is very interesting to me. I will be digging in on this over time.
What Are You Drinking There Michael E. Cokinos?
So at 1 hour 55 minutes into this “March 26-27, 2026 – Texas Medical Board – Full Board Meeting“. Secretary / Treasurer Michael E. Cokinos decided he needed a drink from a very suspicious bottle. I watched Mr. Cokinos before he started drinking, and he was playing around with his mouth. I believe he could have had a toothache or something stuck in his tooth.
I searched for images of different kinds of liquor bottles, but I couldn’t find and exact match to the bottle he is drinking from. Its a full size bottle of something.
If you know what kind of bottle this is, please comment to let us know.
And just to make sure someone says it – There are 17 Medical Board members that were supposed to be watching the information in regards to Dr. Reed’s medical licence. NONE of those 16 other board members said anything to Mr. Cokinos for drinking on the screen.
These 17 people that are supposed to be educated – didn’t see any issues here.
